For Area Contests:
In Areas with 4 assigned clubs or less, each club may send the 2 highest placed available contestants from each club to the Area contest.

For Division Contests:
In Divisions with 4 assigned Areas or less as of 8
weeks prior to the start of the Division contest, each Area may send the 2 highest placed available contestants from each Area to the Division contest.
