This officer is the second ranking officer in the District, performing the duties of the District Governor during periods of absence. Some of the duties include: serving as the presiding officer of the District Education and Training Committee; promoting achievement of educational goals at the Club, Area, Division and District level; assisting Clubs and Areas in using the educational materials and programs of Toastmasters International; coordinating the training of Division Governors, Area Governors, and Club officers; coordinating and promoting speech contests at all levels.
