Toastmasters International announced in August 2025 that District 18 will merge with District 38, effective July 1, 2026, into a new District 221.
With the merger, the District will expand to include Eastern Pennsylvania and Southern New Jersey. The merger should not impact regular club activities. Some expected changes are:
- The combined District will have a larger budget.

The combined District will select leaders for the 2026-27 year.
- District conferences may take place in the eastern Pennsylvania or New Jersey.
- Because District-level speech contests are in-person, contestants and their supporters may have to drive farther to participate.
- The combined District will only send one contestant to the quarterfinals of the International Speech Contest.
At the District 18 informational session on September 7, 2025, a suggestion was made to ask members of District 18 if they support the merger of District 18 with District 38. Your feedback on the merger would be appreciated by District 18 leadership.
